Is it by Allama Iqbal?

No way! Iqbal wouldn't make the contrast controversial, would he?

Its Jigar Muradabadi.

Although the entire ghazal has been shows as a nuances of a drunk, The makhta is very "Iqbal-ized"

Iss kayenat main aiy jigar koee inqalab uthhay ga phir

K buland ho k bhi aadmi abhi khwahishon ka ghulam hai.

Quite so. Though the choice of words betrays the impression :)

You mena, the makhta does not reflect what it says?

No, I meant that Iqbal and Jigar have varying vocabulary for the seemingly similar ideas.

I havn't have read a lot of them, however taking to their personalites would give an outwardly idea about type of influence they would have on thier poetry. However , you and I know that every couplet in a ghazal need not add to the theme and itself can have a stand-out meaning. It's a very far of a thing to match up with each's intellect.
